Building & Grading Plan Check
Welcome to Plan Check. We will provide you with a single point of contact while your grading and building plans are in this phase of the process. Should you have any questions, please contact your assigned Plan Checker or call us at our Customer Service line 714-667-8888.
The Building Plan Check Section is responsible for reviewing building plans for compliance with the County building ordinances and applicable State building regulations. The Section issues building permits as well as ancillary permits such as plumbing, mechanical, and electrical.
The Grading Plan Check Section reviews grading plans, soil engineering and geology reports, hydrology and hydraulics for conformance to the Grading Code and Manual submitted for the proposed grading projects located within the unincorporated portions of Orange County.
Beginning on January 1, 2014*, the OC Planning, Building and Grading Plan Check section is required by State law to implement the 2013 Edition of California Building Standards Codes (a.k.a., Title 24 of the California Codes of Regulations). All permit applications submitted on or after January 1, 2014, will be required to meet these new 2013 CA Building Standards Codes.
California’s building codes are published by the following three entities. The 2013 Code may be purchased now from:
·International Code Council (ICC) publishes Parts 1, 2 (includes 8 and 10), 2.5, 6, 9, 11 and 12 of Title 24, the Administrative, Building with Historical and Existing Buildings, Residential, Energy, Fire, Green and Referenced Standards Codes. *Effective date for the 2013 California Energy Code and all energy code related sections contained in the 2013 California Green Building Standards Code is July 1, 2014. Between January 1, 2014, and June 30, 2014, use 2010 California Energy Code and all energy code related sections contained in the 2010 California Green Building Standard Code.
