The Paternity Opportunity Program (POP) is a fast, free, and easy way to establish paternity. Through POP, unmarried parents can establish paternity by completing and signing a Declaration of Paternity at the hospital right after the baby is born.

Once both parents complete and sign the form, the hospital files the form with California Department of Child Support Services and paternity is established. Parents may also choose to sign a Declaration of Paternity at a later date. Parents can visit the Orange County Department of Child Support Services for help with completing and signing the Declaration of Paternity form free of charge.

Visit the California Department of Child Support Services for more information.
