FY 2015-16 Funding Allocation Policy and Process

The Fiscal Year 2015-16 Funding Allocation Policy & Process (FAPP) outlines the proposed funding process and policies for distribution of Federal Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and Home Investment Partnerships Program (HOME) funds for housing, economic development, public facilities and improvements, public services, and property rehabilitation activities that benefit low- and moderate-income households.   

The percentages of available funds listed in the FAPP are shown as estimated projections. Percentages of available funds will be dedicated to eligible activities that are consistent with the priority needs tables that will be identified in the Orange County’s FY 2015-19 Consolidated Plan (CP).

Consistent with 24 CFR 91.105, OC Community Services encourages citizen participation by receiving comments throughout the year and more specifically providing Public Notices and Public Hearings regarding funding for housing and community development activities.
